I need a pokemon that can learn surf but i do not have any of the fishing rods, and Mr. Briny isnt in Slateport or Petalburg. Where can i find a pokemon that can learn surf?
just beat the 3rd gym leader and get rock smash. use it in the cave that is blocked off by the two rocks and go get a marill. hes easier to find behind the flower shop.
